Strengths: Akuma is a legendary cook. He can make extreme dishes that require a lot of skill to make. He is also very good at listening without being seen. He just watches and listens. He is very good at finding out secrets.
Weaknesses:

• He is also not very strong. He is easily beat up and not very resistant to pain. He could easily be knocked out.
  
• A punch from him would not effect anyone.
  
• When some one hears, feel, or sees him he becomes seen.
  
• Unimportant is completely ineffective on women.
  
• Unimportant only works on the preoccupied.
  
• If looked directly upon he is seen.
  
• He has to rest every four days. The recharge time is about two nights rest.

Can you just give an example of how he is unnoticeable please? ;3; I'm just a little worried it might power play characters if you're in a room filled with people and say 'they cannot notice him at all.'.

Your app is still somewhat god-modding other peoples characters by making them just go by him and not notice him.

This is easily fixed by simply rewording your sentence. Something like "Akuma is able to blend into the background and seem like a rather unimportant character" would still achieve what you are after, but also prevent god-modding. I hope this makes sense!

Seeming your ability is forcing someone to do something, regardless of what they want and seeming they cannot react to it at all, I cannot accept it. Maybe try rewording it a little, something like 'The magic allows him to blend into the background with greater ease', or something like that. Don't say your character (for example) always hits their mark. That's basically saying you can't be dodged. You need to reword this a bit before I can accept it.
